OUR AMBITION Since MAG acquired London Stansted Airport in 2013, our investment has

delivered more choice and better facilities for passengers, creating a new dynamic force in the region and one of the UK’s fastest growing airports. We have increased the number of airlines and routes available, which has helped boost passenger numbers by 40% to 26 million. Our cargo operation is the third biggest in the UK, helping British businesses trade with the global marketplace every day.

Our acquisition of the airport five years ago marked the start of a new era for Stansted. Under new ownership, our positive approach to working in the community and with our airlines has brought significant benefits for passengers and the UK economy through increased investment, stronger competition and greater choice. A reinvigorated Stansted now serves 40 new destinations, including key cities in Europe and the USA. We have ambitious plans which will see a £600 million transformation of the airport including a new terminal for arriving passengers. With a focus on improving our facilities, we want to attract more airlines to serve new global markets. Sitting at the heart of the London-Cambridge corridor and the successful East of England region, the airport plays a significant role in connecting thriving high tech businesses in places like Hackney and life science research parks in Cambridge with the world. These companies do business on a global scale and a better-connected Stansted is critical to their success. The exciting announcement from Emirates that it will begin daily services to Dubai this year is a clear statement of Stansted’s potential over the next decade, and we are committed to working with Government to deliver its objectives of increasing international connectivity and trade post- Brexit, particularly with fast-growing markets like China and India. With Stansted expected to serve 35 million passengers a year by the early 2020s and a new runway at Heathrow at least a decade away, it is crucial we make best use of our existing capacity. This will enable us to double our contribution to the region’s economy to £2 billion a year.

The centrepiece of the transformation project is a new arrivals terminal which will open in 2020.

To enable us to do this, we will need planning permission to grow beyond the current passenger cap that limits the airport to serving 35 million passengers per annum. Importantly for our communities, this further growth to 43 mppa can be achieved without having to increase the existing caps on the number of flights or the size of the airport’s noise ‘footprint’. We have already consulted widely, listening carefully to local residents to help shape these plans and as a responsible business we will be backing this up with a number of commitments. Our long-term plan for Stansted will create more choice and competition, better terminal facilities and new opportunities while providing clarity for the local community and the confidence our airlines need to continue growing. Stansted is a UK success story and in order for it to continue playing its crucial economic role, it is essential that the airport is allowed to reach its full potential.

A CATALYST FOR UK GROWTH

Supporting UK growth Over the last five years, there has been a renewed focus on the role of UK aviation. Aviation makes its own distinct contribution to employment and growth across the UK, generating over £1 billion a week for the economy, made possible by the nearly one million people working in the industry. It plays a unique role in creating jobs, connecting businesses to markets, bringing people together and driving growth across the country. With the right policies and investment priorities, aviation can play an even greater part in helping Government to achieve its overall objectives. The Government’s consultation in 2017 on a new aviation strategy supported making best use of existing runways at UK airports to deliver significant economic benefits. Our investment in Stansted and the region’s infrastructure supports the Government’s objective of developing a connected and prosperous Britain. Connectivity to new markets is a catalyst for the UK economy and meeting the Government’s vision for a global Britain. Our ambition supports the broader UK agenda, focusing on the development of regional and international connectivity, through the development of new routes and investment in better road and rail links. At Stansted, all of this can be achieved through existing runway infrastructure and investment in new facilities. With runway capacity at a premium and significant capacity constraints at other London airports, Stansted is the primary opportunity for sustainable aviation growth in the South.

Our transformational investment, which includes new facilities and raising the airport’s planning cap of 35 million passengers per annum (mppa), will enable us to make better use of our existing runway. Creating 5,000 new jobs and doubling our regional economic contribution to £2 billion a year will strengthen the airport’s role as a catalyst for economic growth, jobs and productivity. Our global gateway Stansted provides superb connections to Europe, serving more destinations than any other UK airport. Building on this, we will develop new connections to long-haul destinations in North America, the Middle East and Asia. We know these services are valued by businesses and passengers because they make it possible for them to fly from their ‘local’ airport. Since 2013, our airline network has grown from eight carriers to 22 this year, adding over 40 new routes including routes to Athens, Lisbon, Tel Aviv and Sofia. We have the infrastructure to serve more new airlines and we have been investing in our terminal infrastructure to offer long-haul passengers and airlines the facilities they need. New long haul services will begin operating from Stansted in 2018, starting with services to New York, Boston, Washington and Toronto with Primera Air. In June, Emirates will start flying to Dubai making it easy for passengers to access an extensive network of long haul desinations from Stansted. We are confident that these services will be hugely popular with businesses and passengers, with people taking advantage of the convenience of being able to fly globally from Stansted for the first time.

Freight matters for international businesses Air freight connects businesses with the global marketplace. The speed of delivery it offers is increasingly important for many export/import businesses, especially for just-in-time and high value goods like pharmaceuticals and digital technology. Stansted is the third biggest air freight hub in the UK, representing around 10% of the UK’s total cargo market, and London’s primary express cargo hub for DHL, FedEx, UPS and Royal Mail. In 2017, more than £12 billion of exports were flown on around 12,000 dedicated freighter flights. These services helped to connect businesses from across the region, including some of the world’s largest companies as well as the fastest growing SMEs and high tech industries, with markets around the world. On a typical evening, anything from high-end pharmaceuticals and digital technology to livestock and cut flowers pass through Stansted’s cargo sheds, keeping the UK and regional economy moving. Meanwhile, Royal Mail’s London Gateway at Stansted processes around 5 million individual items every night.

MAKING BEST USE OF OUR AIRPORT With a developing regional economy on our doorstep and the appetite to travel growing year-on-year, it is vital that Stansted reaches its full potential and makes best use of its capacity. As a responsible business, it is important that this growth is achieved in a sustainable manner, ensuring those local communities that may be impacted have their say and are able to shape our future plans.

Our consultation process As part of our plan to make best use of our airport facilities we engaged closely with local communities and undertook a period of consultation in summer 2017. We went out into our neighbouring communities and sought views to inform our growth and investment plans. Later in the year, we went back to inform residents how we had incorporated these views into our final plans. We were pleased that 57% of people supported the plans to grow and invest in the airport. However, we recognise that the airport’s growth raises some concerns particularly from those communities close to the airport, and are committed to addressing those wherever possible. For example, some

local residents were concerned by our initial proposal to increase the number of flights from 274,000 today to 285,000 in the future. In response, we decided not to seek an increase in this limit and to focus on making best use of capacity within the current cap on aircraft movement. Alongside this work we sought views from the business community, MPs, local and parish councillors and encouraged our communities to get involved and share their views through the OurStansted.com website and social media. The response to our consultation in 2017 played a vital role in shaping our plans. Our neighbours told us clearly that they support the airport’s growth and recognise

the valuable contribution we can make to the community and our region. They also told us that they value the clear framework of environmental and social commitments that we have agreed. We have heard that message and adapted our proposals so that growth beyond 35 mppa will be delivered within existing limits for aircraft noise and aircraft movement. Our planning application Stansted is expected to reach 35 mppa by the early 2020s and it is important we act on the Sustainable Development Plan (SDP) and feedback from the consultation and get the most from our single runway. To enable us to do this, we require planning permission from our local authority for airfield works that will improve our operations and an increase in the cap on passenger numbers to enable growth beyond 35 mppa to 43 mppa. Building on the SDP plans from 2015, making best use of our single runway and improving airfield facilities will deliver the full economic

and social benefits of growth, both within the airport’s current boundaries and upholding our commitments to the community. We will do this by working with our airlines to harness the benefits of new quieter and greener aircraft and implement with NATS, our air traffic controllers and airline partners, the most innovative air navigation processes and technology. By doing so, growth can be delivered without increasing the current limit on the number of flights or the size of the airport’s noise ‘footprint’. To enable the increase in passenger numbers we will: • invest in enhanced facilities in Stansted’s iconic terminal • build a new, dedicated, arrivals building, creating space and seamless journeys for all passengers across the airport • build new aircraft parking stands and taxiways to improve the operation of the airfield

Growing in a sustainable and responsible way

Our vision is to deliver the full economic and social benefits of a globally- connected airport to the people that matter most, our local communities. We want to build thriving communities across the region and we have shaped our plans to reflect their concerns as well as their aspirations for the airport’s growth.

We are now suggesting a range of measures and commitments to ensure that we grow in a sustainable way. These will be legally binding and will support the airport’s growth beyond 35 mppa. They include funding for road improvements and public transport measures, including enhanced bus services, to maintain our position as the UK’s best major airport for public transport use. We will provide more sound insulation for local homes. Our local parish councils have asked for more financial and practical support to help build thriving

local communities. And we are extending our education and employment programmes to help us employ more people from our neighbouring communities, while creating opportunities further afield from Bishop’s Stortford to Bethnal Green, Cambridge to Camden and Ipswich to Islington. Together with new routes and airlines, and improved airport facilities, we believe Stansted can grow and operate in a way which benefits the communities and region it serves, but in the most responsible and sustainable way.

WORKING WITH OUR COMMUNITIES

Over the last five years, we have made great strides working with our communities to ensure they benefit from having an international airport on their door step, while at the same time making sure we are responsible in the way we manage our impacts. Ground-breaking schemes like the Aerozone education centre have been hugely successful, welcoming over 9,000 young people since it opened in 2015. Innovative partnerships with our airlines, such as Performance Based Navigation (PBN) have also helped to reduce the impacts of aircraft noise on local communities. As the airport grows we want to build on these achievements, focusing on the issues that matter most to our communities with the aim to create lasting and collaborative relationships. Protecting the environment We recognise strong environmental management is important to our communities We are looking to expand PBN to additional departure routes, and introduce more

stringent fines for noisy and off-track aircraft. We are also investigating the use of steeper approaches to keep planes higher for longer, helping to reduce the noise impacts on our neighbours. Supporting local businesses We recognise that small businesses make a significant contribution to the local and regional economy and are committed to sourcing locally when we can. To support the growth of these businesses, the airport facilitates an annual ‘Meet the Buyers’ event which enables local businesses to pitch their products and services to senior buyers from large organisations. The 2016 event generated £5 million of new contracts for local businesses and our future growth plans will open up more exciting supply chain opportunities.

and we have a responsibility to manage this sensitively. In 2017, Stansted became the first airport in the UK to be accredited to the energy management standard ISO 50001. We also join MAG’s other two airports with carbon neutral status and have never breached our air quality limits – a specific measure we want to maintain as we grow. We understand aircraft noise can be disruptive for those living near the airport. Last year in partnership with our airlines and Consultative Committee we fully introduced the use of modern PBN techniques for departing aircraft which enable them to fly flight paths more accurately. The majority of departures from Stansted now use this procedure, which has led to an 85% reduction in the number of people overflown in the Hatfield Heath and Hatfield Broad Oak areas to the south of the airport.

Creating career opportunities for our young people - Stansted Airport College As part of Stansted’s long-term commitment to increasing skills and employment opportunities for the local community, the airport in partnership with Harlow College, Essex County Council, Uttlesford District Council and the South East LEP is building the first on-site further education college of its kind at any major UK airport. The £11 million Stansted Airport College will provide 500 student places and offer courses in aircraft and airport engineering, business studies, hospitality and customer service. With the potential to create an extra 5,000 jobs on airport over the next few years, the college will provide a pipeline of future talent for London Stansted and the 200 on-site companies while at the same time boosting the skills of young people in the region.

Investing in education and skills Our investment in education and skills is long standing. We have constantly invested in support at every level. From our Aerozone to support those of school age gain better insight into the world of work to our apprenticeship and graduate schemes, right through to our Employment Academy which helped place over 700 people in work at the airport last year, we are determined to ensure the airport provides opportunities for all ages. Today, we employ 12,000 people, 75% of which live locally in Essex and Hertfordshire. If we are permitted to grow beyond 35 million passengers a year this would increase to 17,000, creating further training and job opportunities for our local communities.
